Strengthened results management for the EBRD’s Sustainable Infrastructure Fund

We supported the EBRD’s Sustainable Infrastructure Fund in strengthening its results management 

The Sustainable Infrastructure Fund (SIF) is a multi-donor cooperation fund providing technical assistance and limited investment grants across the European Bank for Reconstruction and Development (EBRD)’s regions focused on inclusive and sustainable infrastructure. At the request of SIF donors during the 2024 annual meeting, Steward Redqueen supported the EBRD in enhancing the Fund’s results management. The assignment focused on improving the clarity and quality of donor reporting, aligning reported outcomes with established targets, and enabling more meaningful insights into the Fund’s impact.

We developed a practical Results Management Framework guidance note, including a dashboard tool and data collection templates, to support consistent and transparent reporting. To ground the framework in real-world evidence, we conducted a deep dive into water and wastewater rehabilitation projects in Central Asia. This involved aggregating ex-post results data and assessing the impact of completed infrastructure investments. Finally, we reviewed and presented the achieved results of SIF’s infrastructure investments over its 20-year history.

The analysis helped demonstrate how SIF’s technical assistance and investment grants contribute to inclusive and sustainable development across EBRD regions. Our work laid the foundation for more robust monitoring and reporting practices, enabling SIF to better demonstrate its alignment with the Bank’s mission, donor’s expectations and the Sustainable Development Goals.
